GOP gubernatorial candidate Tom Emmer showed the impact Tuesday of balancing the state’s budget without tax increases: Flat spending or cuts to virtually every part of state government, including schools, health care and aid to cities.
Right off the bat, Emmer defended his view that next year's projected $5.8 billion state budget deficit is simply a result of government spending run amok.
