GOP gubernatorial candidate Tom Emmer showed the impact Tuesday of balancing the state’s budget without tax increases: Flat spending or cuts to virtually every part of state government, including schools, health care and aid to cities.
Meanwhile, DFL candidate Mark Dayton acknowledged his plan to raise income taxes for the rich yields less than half the $4 billion in revenue his budget requires.
In releasing the last, and most detailed, installment of his budget plan, Emmer said that Minnesotans “are spending less money overall, and they are focusing their spending on essentials. That is exactly the way state government must behave.” Under Emmer’s plan, the state would curb spending to match the projected $33 billion total that it’s expected to take in during 2012 and 2013.
